This file is part of the 360Safe software suite, which may be a genuine anti-virus in some shape or form, but it employs a lot of very nasty practices. It makes itself uninstallable (program files are locked even to admin user, cannot remove from startup programs, cannot kill in task manager), turns off other anti-virus providers, and its default Uninstall program does not do anything. It pops up threatening and misleading alerts about your computer.
This file in particular could not be deleted even in safe mode because it was being used. This software is evil and even if not technically malware, is undesirable for sure.
Usually 360Safe is installed as part of other Chinese software like Xigua (a p2p filesharing program). There is no checkbox, it is simply installed automatically.
