AtwtusbIcon is part of software for Trust Design Tablets. Windows 10 software is more compatible with these kind of tablets than the older Windows versions. This may explain why the software predominantly causes issues on Windows 10 pc's. In case you're not a user of these tablets, you can safely delete the file ( or just the pen drawing option as a whole). Otherwise, I found that disabling Atwtusblcon in 'Startup' cleared the problem for me. I can now turn off my pc without any problems because the software doesn't run automatically after starting the pc.
note: in some cases, malware is hiddin in files named AtwtusbIcon. If the file is NOT in your System32 file, a virus/malware scan would be advisable
