I notice this file within the system temp files. It obviously isn't all that important, as C-Cleaner gets rid of it with no problem. As a rule, dll files should reside within the win32 or wow64 directories- when outside these directories only applications within the directory containing the dll file can access the dll file - and an executable in a temp directory is a bit suspicious, in my book.

Probably just a left over file from Windows update or some of Microsoft's software.
