After a bit of investigation I have found out that this is a legitimate file used by the Iconix email ID application (www.iconix.com). This application works in conjunction with your email program to confirm how legitimate the emails you receive are. If the source of the email is legitimate the application places a lock icon with a check mark next to it. This indicates that the email is from a trusted source.
