PubMonitor.exe will help to monitor if there are any residual files when you perform uninstalling, if any, it will remind you to remove them all. And it can be ended by clicking End Task in Task Manager now because we don't suggest you turn it off. Of course, if you really don't want it at all, you may please delete PubMonitor.exe in the directory of Driver Booster. It will not affect the other features of Driver Booster.

As others have said, this file monitors program uninstalls for residual elements leftover after running the native Windows Uninstaller, and alerts the user to allow IOBit UnInstaller to remove them for a more complete and thorough uninstall of the program with no leftover remnants.
