This is related to plusline, it brings up advertisements, its adware crap. That has to be removed, you got it by installing and or by downloading and playing or executing that file.
Always scan, use updated Virus protection programs, Firewall, adware, malware removal tools via the updated program you have. This dll file have been modified and your registry is changed now. You have to bring it back to it's original form before you got this message, Restore point won't work. FYI.
You'll need a legitimate software tool if you want it handled that way. You may need to look at your startup folder, by going to the command prompt and typing MSCONFIG. Notice anything that doesn't belong? It may be hard to tell to the average person. I would use the BIOS and bring your PC back to a point when it was working properly. It may work however I don't think it will, Just try running restore point, if that doesn't work which I think it won't. You'll need to edit the file. However the best way is to bring it to someone you knows what they're doing. This update you speak of, wasn't really an update its part of a program to add more advertisements, Don;t run updates for now. Until it's fixed.
