I'm reading all new comments so don't hesitate to post a question about the file. If I don't have the answer perhaps another user can help you.
On my Win 10 computer, I received a message to check, "Device performance & health".
Results of the check listed, "Reset temorary internet files location to default, the location where temporary internet files are store has changed. Resetting this to default may resolve some windows store issues, would you like to reset this to default?"
I selected to reset the temporary files location to default, then saw under properties the file location is: C:/ProgramFiles\Synaptics\Syn TP, with a certificate that expired 1/16/19.
Your post said the file should be located under, c:\WINDOWS\system32\ReinstallBackups\0016\DriverFiles\. Is it a concern when it us under "program files"?
