The dll we are debating about is a malware of windows live.
I have got such a malware few days ago and any antivirus was able to remove it (avast, nod32, housecall, Ispfix). That malware corrupts the parameters of a connection and no webpage can be opened (blank page in Mozilla, connection failure in IE).
I was obliged to format my pc to fix the problem.
