I'm pretty sure I just got an infection attempt with this via Facebook. It was the only page I have had open in the last few hours, and Microsoft Security Essentials picked it up as it landed.

My Malwarebytes Premium software quarantined this file, and my computer & browser seem to work fine. In my case, removing it seemed to not had any adverse affects. I use Windows 10. I'm not sure if Windows 10 even uses this file.
In any event, I do not know enough about this file to know if my Malwarebytes program did the right thing or not, but as I said, my computer has been working fine with it in quarantine.
