The program can't start because api-ms-eventing-classicprovider-|1-1-0.dll is missing from your computer. Try reinstalling the program to fix the problem.

I get this notification (but I have no optane memory)

"intel optane memory pinning

@Edmar and @rik: It seems that this problem appears on Dell laptops/desktops, but I'm not sure that this applies to you. There's a thread over at Dells forum where a user shows how to uninstall the Intel Optane Memory Pinning Extension for Internet Explorer:
