No idea what this dump writer is for, but after several years of using Kaspersky i had to dump it because of this. My system would grind to a halt with 100% CPU usage, looking in processes I would see literally dozens of instances of Kaspersky Dump Writer running ...and I could not terminate any of them - "The operation is not valid for this process". Log out of windows and back in and it would all start again immediately, shut down and restart and I would have a few minutes respite.
