It appears when a native client such as an extention executes it within Chrome.
When u delete it, it comes back with an update.
go to chrome://flags and enable native client GDB (#enable-nacl-debug) and it is gone.

Here's my take on what it does for me. I have a Dell xps 8500 desktop with intel cpu. The intel cpu has a variable frequency system clock that cycles between 800 and 3001 mhz depending on cpu load. My computer crashes on average of 3 to 4 times per day and Dell support worked 5 mo trying to find to problem. I finely gave up on their help. Then nacl came along with a brief message saying it would optimize my loads. So I installed it on my computer and the crashes went away and my cpu clock now is forced to run at max 3001 all the time. But I haven't had a crash going on 3 days now. Thanks nacl, wish me luck.
