This file, to the best of my knowledge did not exist before the Nvidia 334.89 GeForce Driver was installed. I haven't noticed any problems with the driver update, but nor have I noticed much of a difference in anything. I'm all but certain the installation of the 334.89 driver from NVidia is the source.

Ok so it was installed with the installation of the 334.89 driver from NVidia But what does it do? It sounds like it is a screen captures server. Does this have to run?

i have uninstalled Nividia drivers and re installed , but I still get the same error about vsp64 not starting or not found

Go to msconfig and delete the entry in the startup and you should be fine without it.

It is most annoying. As Don Roberts pointed out, it can be disabled in msconfig. it is called SHADOWPLAY.
