Just cleaning up computer files, I haven't seen anything wrong with this file and it looks as it is windows based. But even so, it doesn't look very important for my computers base functions.

In further investigation, it is a API for home-built computers for different graphics cards to properly read audio files for programs on your computer.
I recently am learning about all of this, so read my summary why to keep this "API"
( Info link: https://nordicapis.com/what-is-the-difference-between-an-api-and-an-sdk/ )
Summary: API
An interface that allows software to interact with other software.
A "tablet" by which two vastly different languages/instruction sets, can be translated and transferred for mutual understanding.
ex) Copying text converts keystrokes into a command,
data then goes into RAM (Random Access Memory)
ex) Web APIs allow interaction between disparate systems,
often for specific cases. // a user interacts on twitter,
they utilize a API to comment and their stored data/temp file/cookies.
Web based: a set of instructions as a normal API but for the web space.
Importance: allows consistency throughout different coding formats,
allowing reliability and predictability.
