i got this info from another forum, i have been looking at alot diff info about it, and this seems to be the most trust worty explanation i think.

It looks to be something that is bundled with Acer
C:\Program Files (x86)\Acer\OOBEOffer\OOTag.exe


OOBE is an acronym for Out Of Box Experience ... some kind of marketing.

It seems to be harmless, but i disabled it in startup manager and actually its like my computer boots a Little faster.
